PSG Grant 2026: Step-by-Step Guide to Claiming It for Your HRMS Adoption
If your business is considering adopting an HR management system in 2026, there has never been a better time to act. Singapore’s Productivity Solutions Grant (PSG) offers eligible SMEs up to 50% funding support for pre-approved HR solutions — and Frontier e-HR is a pre-approved PSG vendor under the IMDA SMEs Go Digital programme.
Despite the significant savings on offer, many SMEs either do not apply or abandon the process midway because the application steps are unfamiliar. This guide demystifies the process from start to finish.

What Is the PSG and Who Is It For?
The Productivity Solutions Grant is administered by Enterprise Singapore and supports Singapore-registered SMEs in adopting pre-approved IT solutions that improve business productivity. For HR specifically, the grant covers cloud-based HRMS solutions that automate core people management processes.
Eligibility requirements for applicants:
- Registered and operating in Singapore
- At least 30% local shareholding
- Company’s annual sales turnover of not more than S$100 million, or employment size of not more than 200 workers
- The solution must be purchased, deployed, and used in Singapore
The grant is applied to the qualifying cost of the solution — including subscription fees and implementation costs — with the vendor and solution pre-approved by IMDA.
Step 1: Confirm Your Eligibility
Before beginning the application, verify the following:
- Your company is incorporated in Singapore (ACRA-registered)
- Local shareholding is at least 30%
- Your annual turnover does not exceed S$100 million, or your workforce does not exceed 200 employees
- You are not applying for the same solution type under another active grant
If you are unsure about any of these criteria, Enterprise Singapore’s Business Grants Portal (BGP) includes a guided eligibility check.
Step 2: Select a Pre-Approved Solution
The PSG only funds solutions on the IMDA pre-approved list. Frontier e-HR’s HRMS is a pre-approved solution under the SMEs Go Digital programme — which means the solution has already been evaluated for functionality, security, and vendor capability.
When selecting your solution package, confirm:
- Which modules you require — Personnel Management, Payroll, Leave, Claims, Time Attendance, and so on
- Whether you need an on-premise or cloud-hosted deployment
- The number of employees to be covered under the licence
Our HRMS System Overview provides a full breakdown of available modules. You can also explore individual components including the Payroll Management System, Leave Management System, and Claim Management System.
Step 3: Obtain a Quotation From Frontier e-HR
Before submitting your grant application, you need a formal vendor quotation. Contact Frontier e-HR to request a quotation that clearly states:
- The solution name and pre-approved reference as listed on the IMDA SMEs Go Digital portal
- The itemised cost breakdown (subscription, implementation, training)
- The contract period
This quotation will be uploaded as part of your BGP application. Ensure the quotation is current and issued within the validity period required by Enterprise Singapore.
Request a quotation via our Contact Us page.
Step 4: Submit Your Application on the Business Grants Portal
All PSG applications are submitted through the Business Grants Portal at www.businessgrants.gov.sg. You will need your company’s CorpPass login to access the portal.
In the application, you will need to provide:
- Company UEN and basic business information
- The pre-approved solution you are applying for (search for Frontier e-HR on the portal)
- The vendor quotation obtained in Step 3
- A brief description of how the solution will improve your business productivity
- Your company’s most recent financial statements or management accounts
The application is assessed by Enterprise Singapore. Processing typically takes four to six weeks, though timelines can vary. Do not begin purchasing or implementing the solution before receiving written approval — costs incurred before the Letter of Offer (LOO) is issued are not claimable.
Step 5: Receive Your Letter of Offer and Begin Implementation
Once approved, Enterprise Singapore will issue a Letter of Offer specifying the approved grant amount, the eligible solution, and the implementation deadline. Review this carefully before accepting.
Upon accepting the LOO:
- Proceed with your purchase and implementation agreement with Frontier e-HR
- Ensure all implementation activities are completed within the timeframe specified in the LOO
- Retain all invoices, receipts, and implementation documentation — you will need these for the claim submission
Our team supports clients through the implementation process, including training. See our Training page for scheduled sessions.
Step 6: Submit Your Claim
After implementation is complete and you have paid the vendor in full, submit your claim through the BGP. You will need to upload:
- Proof of payment (bank transfer records or receipts)
- Vendor invoices
- Evidence that the solution has been deployed and is in use (typically screenshots or a vendor confirmation letter)
Once your claim is verified, Enterprise Singapore will disburse the grant amount directly to your company’s bank account.
Common Mistakes That Delay or Invalidate PSG Claims
- Purchasing or implementing before receiving the Letter of Offer — this is the most common and costly mistake
- Applying for a solution not on the pre-approved list
- Submitting incomplete documentation with the claim
- Missing the implementation deadline stated in the LOO
- Not retaining payment evidence that matches the invoice amounts exactly
Is the PSG Still Worth It in 2026?
At up to 50% funding support, the PSG significantly reduces the cost of HRMS adoption for SMEs. For a business investing in a comprehensive HRMS — covering payroll, leave, claims, and time attendance — the grant can represent a substantial saving.
Beyond the immediate cost benefit, adopting a structured HRMS delivers ongoing productivity gains: reduced manual processing time, fewer payroll errors, automated compliance with Employment Act requirements, and better data for workforce planning.
